Check for location every hour in background

I need to create a functionality where the app checks the user's location every hour (when app is not running), and if the location at that time is 100 miles or more away from previous recorded location, then make api call to update the user's location in the backend. This of course taking into account to minimize battery/power consumption.

I have never worked with continuous running services. What is the best approach to achieve this?
