<!-- Resolves views selected for rendering by @Controllers to .jsp resources in the /WEB-INF/views directory -->
<beans:bean class="org.springframework.web.servlet.view.InternalResourceViewResolver">

<beans:property name="suffix" value=".jsp" />
</beans:bean>

<context:component-scan base-package="com.manjunath.controller" />

</beans:beans>

home.jsp

<%@ page language="java" contentType="text/html; charset=UTF-8"
pageEncoding="UTF-8"%>
<!DOCTYPE html PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN" "http://www.w3.org/TR/html4/loose.dtd">

<head>
<meta http-equiv="Content-Type" content="text/html; charset=UTF-8">
<title>Insert title here</title>
<link href="/resources/css/test.css" rel="stylesheet" type="text/css"/>

</head>
<body>

web.xml

<?xml version="1.0" encoding="UTF-8"?>

xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance"
xsi:schemaLocation="http://java.sun.com/xml/ns/javaee http://java.sun.com/xml/ns/javaee/web-app_2_5.xsd">

<!-- The definition of the Root Spring Container shared by all Servlets and Filters -->
<context-param>
<param-name>contextConfigLocation</param-name>
<param-value>/WEB-INF/root-context.xml</param-value>
</context-param>

<!-- Creates the Spring Container shared by all Servlets and Filters -->
<listener>
<listener-class>org.springframework.web.context.ContextLoaderListener</listener-class>
</listener>

<!-- Processes application requests -->
<servlet>
<servlet-name>appServlet</servlet-name>
<servlet-class>org.springframework.web.servlet.DispatcherServlet</servlet-class>
<init-param>
<param-name>contextConfigLocation</param-name>
<param-value>/WEB-INF/servlet-context.xml</param-value>
</init-param>
<load-on-startup>1</load-on-startup>
</servlet>

<servlet-mapping>
<servlet-name>appServlet</servlet-name>
<url-pattern>/</url-pattern>
</servlet-mapping>

</web-app>

and there is no error in project and successfully executed

but resource files are not mapping

Answer

I guess there is only 1 mistake in your code

In the page you need to give css link like below

<link href="resources/css/test.css" rel="stylesheet" type="text/css"/>

Just remove the / from href.
